Rental Assistance Program

The Continuum of Care (CoC) Rental Assistance Program is an important source of permanent housing assistance to homeless people with disabilities. HUD began awarding funds in 1992 to state and local governments and public housing agencies as a way to assist a population that has been traditionally hard to reach. Jefferson County Housing Authority has operated the grant since 1993.

The program is designed to provide housing and supportive services in order to ensure the stability of housing long-term. The Housing Authority provides the housing portion and the network of partnering agencies provide the service (Match). The partners are responsible for the broad range of activities associated with providing housing and supportive services.

Jefferson County Housing Authority grantee must match the rental assistance provided by the program with an equal value of supportive services. The Housing Authority is responsible for reporting and tracking matching dollars to this Federal Program. Match is required, dollar for dollar, that JCHA spends on housing and administrative costs of the grant. The Continuum of Care  Program helps with security deposits for rent on the initial move-in only.
