Spring Gardens, Hickory Ridge and Brighton Gardens Apartments

JCHA Housing and Development Corporation has an essential mission to provide affordable housing for low to moderate income individuals. Three of the communities are designated as senior housing. Spring Gardens, Hickory Ridge, and Brighton Gardens now offer 307 apartments to provide housing for seniors age 55 and over. These facilities operate under the Vision and Mission Statement of JCHA.   

Jefferson County deeded a plot of land to the Jefferson County Housing Authority for the construction of a congregate living facility for the elderly of Jefferson County. The original 100 apartments at Spring Gardens were built in 1981 under the Section 8 New Construction program for the elderly. Brighton Gardens and Hickory Ridge were built later and JCHA now offers 297 apartments in these senior communities.

Spring Gardens has garden-home style apartments built around a centrally located Community Center where activities and services are offered to improve the quality of life for the residents. Amenities at the Center include a computer room with internet access and free WiFi, a craft room where ceramic and craft classes are held, and a library. A bus owned by JCHA makes weekly scheduled trips to banks, grocery stores, and Wal-Mart. Various community resources bring planned programs to the Center. The residents of all three communities are eligible to use the Spring Gardens’ services and amenities. The site also hosts a Jefferson County Senior Center with a lunch nutrition program and activities five days per week for residents and county residents age 60 and over. 

The Property Manager and Assistant Manager handle applications, rentals, and other housing and property needs. A Senior Center Manager is in charge of the nutrition Program and Senior Center activities. A Service Coordinator (social worker) is available to ensure that residents are aware of any social services or benefits that may benefit them. A Health Educator, a registered nurse, visits weekly for health checks, educational programs, and assistance with health issues.
